Muscle and fat are two completely different types of tissue. Oftentimes, what happens when people decide to go off their weight training program is that they start losing muscle due to inactivity (kind of like a "use it or lose it" philosophy) AND, they usually become lax with their diet. Think about this, bad eating habits combined with the fact that their metabolism is lower due to inactivity, and lower degrees of muscle mass, give the impression that muscle is being turned into fat. In reality, the only thing happening is that muscle is being lost and fat is being accumulated.
